1.5.1 (a):

Is ICANN a public service organization?  Or is it, in disguise, a  
business trying to put big money in its pocket?

This is the fundamental question that has nettled the patch from the  
beginning.  Now, we get to test the matter one more time:  If a  
business, trying to ease life for staff, then it will charge the big  
fees mooted here.

If in great contrast to past behavior, public service to a world  
constituency should (miraculously) become the driving mission,  
reasonable fees - an order of magnitude less - will be put on the books.
