1.1.2.8 Transition to Delegation
..... If the initial start-up requirements
are not satisfied so that the gTLD can be delegated into
the root zone within the time frame specified in the registry
agreement, ICANN may in its sole and absolute discretion
elect to terminate the registry agreement.
Question: Can Icann terminate the registry agreement once the delegation
process has been successfully concluded including all the set up tests?
What safeguard exists once a gTLD is up and running to ensure the domain
management fulfill their obligations Icann's gTLD management. Will there
be an Icann 'law book' laying down the rules and regulations that gTLD
managers need to adhere to at all times and what mechanisms will exist to
make them accountable to meet these standards, or if necessary, to get
their registration license revoked or transferred to someone else, or even
have their gTLD shut down altogether?
