Contention between community-based applications

The current process design is such that two contending community-based
applications will go to auction if both of them meet the community
priority standard.

This is the wrong solution. First of all, the process should be capable
of giving priority to the community TLD that is more desirable from a
public policy perspective. A panel must be able to use good judgment as
opposed to relying blindly on a much too general scoring system.

Second, an auction should only take place between community-based
applications if the applicants agree. If they do not agree, and if no
preference can be determined on public policy principles, the result
should be the suspension of all applications that were determined to be
community-based in that contention set.
