Negotiations in an objection proceeding

The New gTLD Dispute Resolution Procedure described in
http://icann.org/en/topics/new-gtlds/draft-new-gtld-dispute-resolution-procedure-clean-04oct09-en.pdf
allows the parties to agree to suspend the proceeding or extend its
deadlines pending negotiation. This is very helpful.

It can be expected that the objector may require formal guarantees from
the applicant prior to withdrawing the objection.

I suggest that the applicants should be able to document additional
guarantees and commitments as an addendum to the TLD application. This
addendum should be published and enforceable under the post-delegation
dispute resolution policy.
