Meaning of “governmental” includes local authorities?

CORE welcomes the additions made to the Draft gTLD Agreement to take into 
account the specific need of intergovernmental organizations or governmental 
entities. We would request a further clarification from ICANN in the sense that 
“governmental entities” means any level of public authoritites, according to 
their respective legal systems, be that national, federal, state, regional, 
local, municpal or other.

In many languages there is a clear distinction between ·governments” and 
“public authorities” where the former is sometimes reserved for the highest 
political body representing the soveregn state, while sometimes it goes further 
down to federal or regional level, but rarely encompasses all levels of public 
authorities with a political and administrative mandate to manage a territory.
