EnCirca's comments on Applicant Guidebook v5.
Attached are the public comments from EnCirca regarding version 5 of ICANN's Applicant Guidebook for new gTLDs. Summary The trademark clearinghouse should be the sole exclusive agent for all RPMs offered by new TLDs where registered trademarks are required for eligibility. A third RPM should be offered for TLD registries to satisfy the minimum RPM requirement. This RPM would be for “blocking” registrations containing exact trademarks. This RPM should have a dispute policy. The IP Claims RPM should also have a dispute policy. IP Claims should be expanded from "exacts" to “contains” a specified trademark.
