Dear Sir or Madam,

 

I am submitting myself as a candidate for an At-Large Delegate to
ICANN's Nominating Committee.  I have summarized my qualifications below
and I have attached a short resume (a longer CV is available upon
request).   If you have any questions, please contact me.

Qualifications

Short Biography.

I am a native of the United States - earning my baccalaureate at the
University of Rochester, my MBA from the Weatherhead School of
Management (CWRU), and my Juris Doctorate from Case Western Reserve
University.  I have also successfully completed the corporate Systems
Engineering development program at Electronic Data Systems (EDS).  I
have been using the internet since 1986.

 

I have many diverse interests.  I do specialize in payment systems,
high-volume transaction processing, the impact of technology on
sovereignty, jurisdictional issues arising from the Internet, and the
Arbitrage of Law.  

 

As far as professional experience, I have nearly nine years of
experience with the American company, EDS.  At EDS, I advanced through
the ranks from Business Analyst, Systems Engineer, Project Manager, and
ultimately a Senior Consultant.  I evaluated payment system marketplace
(technology and business) and led project teams in the Asia / Pacific
region (China, Singapore, Taiwan, and Australia) on electronic business,
transaction processing, and credit card projects.  I also developed
security policies for EDS' and General Motors' Unix based servers.
After my experience at EDS, I provided business and technology strategy
services to the French-Dutch company, Atos Origin and its clients.  I
provided consulting assistance on projects to multinational companies in
Western Europe (Belgium, France, Netherlands, Switzerland, and the UK),
North America (Mexico and the USA), and in Southeast Asia (Hong Kong and
Singapore). 

 

Today, I devote most of my time and efforts to EagleCheck.  I developed
and patented (pending) the federated identification based authorization
system that has become the cornerstone of EagleCheck's approach to
defending against terrorism while protecting privacy, civil rights and
liberty.  I am also an active in teaching as an Adjunct Professor of Law
at Case Western Reserve University.  

 

Geographical and Cultural Exposure

I have lived and worked on four continents.  In addition to my native
culture, I have exposure to many other cultures in Europe, East Asia,
and to a lesser degree Australia.  As such, my viewpoint on the world
and global issues is very wide.  I have worked for US companies, non-US
companies, and completed projects for many non-US companies, in many
countries.  This wide exposure will enable me to effectively draw upon
my experiences to evaluate (or even suggest) a large number of globally
qualified candidates for ICANN.  In addition, I should be able to work
with a globally diverse set of colleagues because I have done so before.


 

Technology Exposure

Although not recently, I have written code in multiple languages (COBOL,
C, Pascal, etc.) on many different platforms (Unix, Mainframe, PC,
etc.).  I have written security policies for Unix based machines to
reduce the likelihood of a security breach.  I am familiar with the
TCP/IP protocols and the basic networking protocols.  This depth of
experience will enable me to more effectively evaluate the importance of
understanding ICANN leadership issues.

 

Business Exposure

Through my work at the very large EDS and Atos Origin, I have had
exposure to the issues of very large, typically multi-national,
corporate clients.  Through my work at a startup company, EagleCheck, I
have also had exposure to the very small, startup companies.  I also
teach (as an Adjunct) at CWRU and therefore have experience with
technology issues in Academia.  My exposure to big business, small
business, and academia positions me well for ICANN, given that many of
the policy decisions of ICANN will have wide ranging impact in these
fields.

 

Summary

To summarize, I have a diverse geographical and cultural exposure, a
depth of technology experience, and most recently extensive business
experience.  Selecting me for your important position, will put the
authority of this position into the hands of a well meaning, well
rounded individual, with the best interests of the internet at heart.  

 

 

Other

 

Neutrality and Objectivity.  Relative to the Nominating Committee
responsibilities, I am neutral and objective and I don't have any fixed
personal commitments to any particular individual, organization, or any
commercial objective.  Indeed, my education in law demands neutrality to
avoid conflicts of interest.  Otherwise, I will be subject to
professional discipline and would undoubtedly lose my accreditation and
license.

 

Language:  My native language is English.  In addition, through my broad
international experience, I have had exposure to multiple other
languages and have some abilities in French and Mandarin.   

 

Remuneration.  I understand that, with the exception of certain
expenses, there will be no remuneration for my services as an At-Large
Delegate to ICANN's Nominating Committee.  

 

Contacts.  I have wide contacts, broad experience in the Internet
community, and a commitment to the success of ICANN.  And, I will
consult widely (indeed, globally) and accept input in carrying out my
responsibilities.
