pacnames' registrar data

I notice that ICANN's policy (announced here
http://www.icann.org/announcements/advisory-10may02.htm ) places heavy
emphasis on the accuracy and completeness of contact information.
I wonder what one is to make of pacname's entry in ICANN's "Descriptions
and Contact Information for ICANN-Accredited Registrars (updated
Tuesday, 01-November-2005)" at this URL:
http://www.icann.org/registrars/accreditation-qualified-list.html
We see Pacname's contact details are given as 'not yet available'.
Are these contact details sufficiently accurate for any entity under
ICANN's policy, or do they apply merely to Pacnames, or merely any
Registrar, or merely any Registrar which has been discredited (by auDA,
in this case), changed their place of business, nominally operate from
several different jurisdictions, been investigated by governments, and
been accused of fraud, theft and criminal behavior?
Given this apparent puzzling inconsistency between ICANN's policy
regarding domain owners, and domain registrars, a reasonable person
might wonder how serious ICANN is about ensuring the integrity of the
internet namespace.
Personally, I don't wonder at all. I believe there's plenty of evidence
to show *precisely* how committed ICANN is to integrity.
Colin.
