Hijacking web sites

I was sent a phony invoice to renew my domain registration by the above 
company.  I paid the invoice and then stopped payment on my check when I 
learned the company was a fraud.  Domain Registry of America hijacked my 
website from me and now will not unlock my site so I can transfer it back where 
it was, with Power Surge Technologies.  I have placed numerous calls to Domain 
Registry of America and they will not return my calls or unlock my site.  They 
charged me $25 for stopping payment on my check and another $15 fee.  I sent a 
money order for $40 via certified mail and have the return receipt that Domain 
Registry of America has received my payment.
