Stop the spam!!!!

Hi,
 
I now receive on average 25 Spam or unsolicited e-mails every day.  If I
wish this to stop I have to spend hours tracing down the abusers and the
their hosting company.  Then I have to send individual e-mails from these
companies. 
 
Surely it should be the responsibility of the ISP hosting company to govern
these companies and individuals from abusing the privilege of having a
domain name, website or e-mal use.
 
In the UK it is against the law for anyone to send spam email.  Why is the
same law not applied worldwide?
 
Why are these ISPs allowed to continue to make millions in money from
selling webspace to people who wish to abuse the system?
 
This must be stopped and stopped NOW!!!!
