On Friday, the head of the GAC wrote to ICANN to say that they were
expecting some complaints about .XXX from governments:

And today CNet reports that the US DOC "asked" ICANN to delay the start of
.XXX, initially scheduled for tomorrow, due to large numbers of
complaints:

They point out that five years ago, US Senators were complaining that
ICANN didn't do .XXX, now DOC is complaining that they did.  Brazil is
already on record as opposing .XXX, but if ICANN drops it when the US
gov't complains but didn't when other countries did, doesn't that make a
mockery of ICANN's claim to be consensus based bottom-up, etc.

Why didn't anyone foresee this mess?  Oh, wait, we did.
