Attached is a draft report on Whois and compliance with national laws 
that will be sent to the Board by the GNSO Council in the coming weeks. 
This was approved by the Council in Vancouver. In essence, the report 
says that ICANN Staff should develop a procedure by which registrars in 
jurisdictions that have data privacy laws can seek a waiver of 
compliance with ICANN's contractual requirements for whois publication, 
or provide an alternative method of compliance. At least that's how I 
read it. Wendy?
