Clarification: the *concept* was approved at the meeting in Vancouver, 
but this draft report is new. I expect this draft will be approved at 
next week's Council meeting and forwarded to the Board then. At that 
point, I expect the Board to post it for final public comment and then 
consider it in March or so (probably in Wellington).
