Bret's suggestion is a step in the right direction. It could be adopted
with the proviso that it is an evolutionary step and its consequences will
be watched and evaluated for possible further refinement. It is better to
base any future reform on something empirical like this than on abstract
discussions that have not yielded fruit in the past.
