Indeed.
And ICANN is still against the .cn IDN solution, that looks very much like new.net's option 2.
However, ICANN does not have any power to prevent .cn to take any steps.
Some of us, in particular the ones who saw the IDN issue coming long ago, are arguing that ICANN has been slow in taking action, and that in the power vacuum others take actions.
But that's a different issue, probably.
