Actually, this is telling on how CIRA feels, not the ccNSO.
If this was the position of the ccNSO, why did Demi Getschko vote "Yes"?

But I see a more articulate text of yours in a different message, I will 
reply to that one.
On this subject, be aware that, as would be understandable, there is a 
lively debate in the Board on this letter from CIRA.
