[alac] EU ALS voting

hi, Sebastian and all,

this is the list of ALSes we would like to vote on now (as soon as the 
voting tool is set up).

All european ALAC members agreed they should be approved, on the rest of 
the applicants we still have some questions we would like to clarify 
before voting.
