On what basis do you say "no coordination with ALAC envisaged"?  Of 
course there will be.

Both the Manager of Public Participation and the VP for Outreach will 
have responsibilities involving the broad ICANN community, not just 
At-Large.  These responsibilities will include coordinating with the 
ALAC as well as the RALOs and many other ICANN bodies.

The positions advertised are included in the ICANN budget and are not 
part of the "ICANN Reform Process." They are part of ICANN's ongoing 
efforts to fulfill its mission more effectively.
