[alac] alac.icann.org changes proposed

Trying to move forward with mapping old alac.icann.org stuff to the 
new site, plus closing old sections of the alac.icann.org site--Here 
is a try at edits to that http://www.alac.icann.org page. Some of the 
mapping on the left menu can be pointed to the icannalac site.
I know this is a little hard to follow-- if you have a window open to 
http://alac.icann.org and one to http://icannalac.org and take your 
time you should be OK. :-)

Example changes for left menu:

<FIRST NEW THING ON LEFT: >Link to ICANNALAC.org site and on mouseover say:
"ICANNALAC.ORG is not part of www.icann.org and is not operated by 
ICANN.  It is run by members of the ALAC. Updated frequently, the 
site offers current news, announcements, discussions, opportunities 
for input, and much more." <Partly new language>

Then leave the
"Participate in At Large" link except say it 6 times in all these languages:
French | Portuguese | Spanish | German (PDF) | Italian (PDF) and make 
the links be right for each one.
