I would also suggest that there is a difference between "participation" - i.e. being a full member of the Board Committee, with voting rights etc - "liaising" - i.e. being a full member of the Board Committee, except not having a vote when it comes to voting (which is what the ALAC has now in, say, GNSO TFs) - and "observation" - i.e. being subscribed to the lists in read-only mode, just to watch what goes on and be prepared. Perhaps, even in case where "participation" is not accepted, one of the other two modes could be adopted. -- vb.
