One question and one suggestion

Question:
if ever since the Internet has begun, no single letter 2nd level domain has
been allowed, there must have been a reason from those "wise ones" that made
the rules at the beginning. Has the Internet changed technically to now
allow such domains? I think not.
Suggestion:
If single letter domains are so expensive because of their scarcity, why not
make them as expensive as 3G licenses and pay the premium fee towards
network development & training in developing countries? Any other use of any
premium funds paid is just another gift to registries.
Regards,
