Hello,
I have a few questions about the latest Bylaws which some of you may be
able to clarify on the basis of earlier discussions you've had or
otherwise. Here they are:
1. In 3.1.1 and 3.1.3 we see the phrase <...ICANN and other bodies related
to the Internet...>. It seems to me that APRALO has no legal existence
outside ICANN framework and will not(cannot) be incorporated anywhere.
Then I don't see any practical significance to the phrase <and other
bodies related to Internet>.
2. There are a number of references to <elections> while all offices and
decisions are supposed to be by <consensus>. What if consensus canot be
reached? Are we not supposed to have some kind of voting at least a last
resort? In 7.2 there is reference to online voting. How does this relate?
What is the quorum requirement for electronic voting?
3. In 6.10 amendments to Operating Principles are allowed (by consensus).
Considering the fact that a quorum is reached by 1/3 of members present,
is this not destabilizing? Should not such important changes be announced
well in advance and discussed online?
4. Overall it seems to me that online voting and discussions should be
given a more prominent and institutionalized place because Asia/Pacific is
just too vast for frequent travelling and a number of ALSs in this area
may not have the financial means to provide for frequent travel.
I would welcome and appreciate any explanations and clarifications.
