of WhoIs suggests that a better approach might be to get the first study
(misuse) done, thereby making the others easier to
move.</div><div><br></div><div>From my high school Latin days, I am partial to
the lessons learned by reading "Cicero's Orations" which revealed the value of
getting others to come to think what you wanted was their idea in the first
place. We can do that here.</div><div><br></div><div>Praise fellow
Councilors for their persistence, thank the staff for its perseverance, confirm
the date for the release of the misuse study and get a commitment that the
other three will follow.</div><div><br></div><div>My view,
