These center mainly around showing our appreciation for the fact that there is a public comment period on this in the first place (I feel this was missing from the current draft), asking for more open GAC meetings (inline with recent discussions we've had on this list, plus Heather's own comments). I have also deleted Ron's add to safeguard 6,7,8.
