[board-09georegionswg] Geographic Regions Working Group - Revised Proposed Charter
Dear ICANN Board Members; Attached please find a revised proposed charter document (version 4.2) intended to govern and guide the efforts of the community-wide Geographic Regions Working Group. The original proposal was subject to a full 30-day public comment period and was discussed during your 23 April 2009 Board meeting. In response to several comments and concerns raised during your meeting, the members of the working group have revised Section 3 - the membership section - of the charter to provide more specificity and to clearly address any concerns that were expressed about participation in the working group. Members of the group welcome the opportunity to work with as many different parts of the ICANN community as possible and regret that the original draft may have suggested anything less. The revisions include: * Additional text to clarify that the present working group members are the minimum number of community members who can participate in the review effort. * Additional text clearly stating that the ASO, SSAC and RSSAC are welcome to appoint members to the group. To date, those groups have declined to name participants to the working group effort and, given the comments about the ASO, I am transmitting a new invitation to that organization asking it to participate in the review effort. * Edited text identifying that the GAC Chair is participating in the working group. The GAC does not intend to appoint representatives to serve on the working group. The chair of the GAC has graciously offered to participate in the group and share all communications with GAC members to assure that any GAC member that develops an interest has the opportunity to participate in the group if they choose to do so. * The working group members did not fully understand comments regarding the ex officio nature of the group and so we did not make any changes to that aspect of the document. We welcome any specific additions to the charter that the Board chooses to impose in that regard. We are hopeful that the proposed changes address the Board's concerns. Because the previous charter version was subject to the full public comment period and the nature of the present changes are largely editorial and technical in nature, we respectfully request that the Board approve this charter at its 21 May 2009 meeting so that the working group can proceed consistent with the original timetable proposed in the charter document.
