[board-09georegionswg] Final Steps To Board Submission of Final Report - Update and Request For Assistance

Dear Working Group Members,
 
You may recall that the ICANN Supporting Organizations and Advisory
Committees were given until 17 October 2013 to respond to the 3 July 2013
asking for comments on the Final Report of the Working Group.  Dave and I
have confirmed that he received no written responses from any SO or AC who
contributed representatives to the working group.
 
While this may be viewed as a positive development in that no group has
objected to the recommendations, it is problematic because we have
determined that Section 4 - Subsection E of the Working Group charter
requires a clear written statement from the SO-AC Chairs of the communities
who supplied representatives to the Working Group BEFORE the final
recommendations can be submitted to the Board ­
 
³The Chairs of the SOs and ACs shall notify the Chair of the GEO WG in
writing of the result of their deliberations.²
(I bolded the specific text of the charter subsection for emphasis).
 
To help each of you encourage your communities to provide a written reaction
to the Final Report recommendations, we have developed a draft form template
that each of your community chairs can simply execute according to your own
community procedures.
 
The attached template form allows each SO or AC to pick the level of their
reaction to the WG recommendation ­ (1) supports, (2) generally opposes, (3)
opposes (with specific reasons), (4) does not oppose, or (5) has no formal
opinion.  
 
I will be sending notes to the chairs of the ALAC (Olivier), ASO/NRO (Paul
and Louie), ccNSO (Byron) and GNSO (Jonathan) shortly asking for them to use
the form (or any other format) to respond to Dave.  The note requests a
response by the end of the year ­ presumably a reasonable period given the
length of time each community has already had with the Final Report.


Please do what you can to help your chairs provide the written response to
Dave so that the Final Report can be submitted to the Board early next year.
