Bernard Turcotte is President and Chief Executive Officer of the
Canadian Internet Registration Authority (CIRA, www.cira.ca); the
organization responsible for operating the .ca Internet Country Code Top
Level Domain (ccTLD) for Canada. CIRA is a not-for-profit private
corporation governed by a volunteer Board of Directors
(www.cira.ca/en/about_ca.html) under an agreement with the Federal
Government of Canada
(www.iana.org/reports/industry-canada-letter-11mar99.htm).
Mr. Turcotte has more than twenty years of experience in the deployment,
operation, and governance of the Internet. He is a founder of the
Internet in Canada and was officially recognized by Canada?s Prime
Minister for his leadership role. Moreover, he was actively involved in
the work and discussions that led to the creation of ICANN in the late
1990s.
Mr. Turcotte?s attention to Internet policy issues that cross geographic
and political borders has been longstanding. In 1996, he was
responsible for hosting INET96 (www.isoc.org/inet96/proceedings) in
Montreal. Since that time, he has shown a keen interest in ccTLD
matters and has invested a great deal of time in fostering discussions
and relationships with ccTLD communities on all continents. In 2003, he
hosted an ICANN meeting (www.icannmontreal.ca) and played a leading role
in facilitating the process that led to the formation of the ccNSO.
Prior to joining CIRA, Mr. Turcotte held senior positions with the
Canadian Advanced Network for Research, Industry and Education (CANARIE,
www.canarie.ca); Canada's advanced Internet development organization.
As well, he launched the Computer Research Institute of Montréal (CRIM,
www.crim.ca ) and the Réseau d?informations scientifiques du Québec
(RISQ, www.risq.qc.ca ).
Mr. Turcotte is fluently bilingual. He speaks and writes in English and
French.
6. A campaign or election statement of ideas, intent, reasons to serve

My primary interest is to ensure that the first iteration of the CCNSO
council creates the type of environment within ICANN that is effective
and efficient in dealing with the real issues facing all ccTLDs.
