I would like to express my concern about the handling of complaints,
properly submitted and documented, to the Ombudsman about SPAM email. I
have submitted my complaints using ICANN procedures but the ICANN
Compliance department did not handle the complaints or enforce registrar
contracts as written. When that was not done as indicated I filed a
complaint with the ICANN Ombudsman about the failure to enforce the rules
but the Ombudsman did not investigate the cases.
I feel that if this system can not follow it's own rules and procedures and
can not properly investigate and take actions based on your own rules and
policies, ICANN is a failure and should itself be replaced with something
that can properly supervise and enforce the rules of the Internet. I hope
that you will consider this in your investigations and work to fix this
problem as soon as possible
