ICANN should retain its independence from the world's givernments. Many
countries wrongly use the Internet to spy on their own citizens. Many
other countries censor the free exchange of information on the Internet.
ICANN should be a voice of all stakeholders--not just governments. As such
it should maintain its independence from GAC as much as possible. This
amendment would essentially eliminate that independence.
