Dear colleagues,
I reviewed the procedure for generation of the Reference Label Generation
Rulesets (LGRs) for the Second Level as laid out in the request for public
comments
<https://www.icann.org/public-comments/lgr-second-level-2015-03-10-en>.
I think it as a very good procedure, which foresees an open an inclusive
approach, with public comment phases and I believe that the endeavor will
be very helpful for the community.
I do think however that the work of the label generation panels for the
root zone has brought forward the issue of a posteriori work of GP where
procedures and the MSR had already been defined a priori. Where such issues
were raised, such as by TF-AIDN and the Arabic GP, there was no immediate
clarity on the possibilities and ways of changing either (compare section
(1) of a response by IP
<http://forum.icann.org/lists/comments-msr-03mar14/msg00011.html> to a
public comment by TF-AIDN).
Therefore, I believe that the possibility of later change should be a
requirement for all policies and procedures laid out by ICANN. Accordingly,
I would suggest introduction of a step (6) explicitly specifying the
possibility of revision of the Reference Label Generation Rulesets (LGRs)
for the Second Level, to ensure, at this time already, that any analyses
conducted by ICANN together with linguistic, technical DNS and IDN experts,
could be changed at a later point in time should such a need be brought
forward by the community to ICANN. Any time frame for such a step (6) could
remain indefinite for the moment.
