It's not the job of icann to regulate content. Stick to being a
provider addresses, not a regulator of content, which is the
implication of potential changes. There are already serious efforts to
mitigate censorship and replace the domain name system with more
censorship resistant systems. Further eroding peoples abilities and
willingness to use the traditional domain name system will lead to its
collapse.
