Dear ICANN;

Regarding the proposed rules governing companies that provide WHOIS privacy
services (as set forth in the Privacy and Policy Services Accreditation
Issues Policy document):

Using a WHOIS privacy service is no more suspicious than having an unlisted
phone number. Exposing private contact information for domains without due
process, for any purpose, will lead to an increase in harassment and
illicit use of the contact information. Already, WHOIS exposes bloggers,
journalists, online activists, and small business owners such as myself, to
those who have no legal right to the information. These people are then
able to use the information to harass or attempt to silence those with whom
they do not agree.

I urge you to respect internet users' rights to privacy and due process.
Everyone deserves the right to privacy and no one’s personal information
should be revealed without a court order, regardless of whether the request
comes from a private individual or law enforcement agency.

Private information should be kept private. Thank you.
