Dear ICANN –
Regarding the proposed rules governing companies that provide WHOIS privacy
services (as set forth in the Privacy and Policy Services Accreditation Issues
Policy document):
Disclosure of WHOIS information could easily lead to all kinds of spam,
harassment, and more for domain owners. If there is a legitimate reason to
expose the domain owner's personal information, a warrant should be required to
compel domain privacy providers to hand over this information. Any proposal
that would expose WHOIS information without requiring a warrant is VERY likely
to be used as a tool for censorship and bullying, and should be rejected
outright.
