Filtering of content is a service, not a fundamental part of Internet design. There are many services and products that an end-user may avail themselves of in order to block objectionable content.

Attempting to regulate content as part of Internet structural policy would be a massive failure. Such a fundamental redesign of the Internet would be unimaginably costly, and would break existing software in unpredictable ways. There is another nothing that indicates it would be at all effective, as there are already numerous proxying and port-forwarding technologies that circumvent blocked ports.

Trying to enforce morality through technology is horribly misguided. Concerned parents should absolutely implement local restrictions on computers and accounts used by minors, which is already possible today without the creation of a new constituency.
