The proposal is extremely vague. But to the extent that it
can be understood, it is clear that the proposers cannot
claim to "adequately represent, on a global basis, the 
stakeholders it seeks to represent".

It is hard to understand how anyone could claim to
adequately represent the stakeholders, who appear to
include all children, all families, and all victims of 
Internet scams.

But quite clearly the American religous right by itself
cannot do so.
