PayPal, Inc. respectfully submits the following comments:
PayPal, a global leader in online payment solutions, submits this
comment to urge the GNSO Council to adopt the draft motion regarding
domain name tasting.
PayPal, like other companies in the financial services industry, is a
leading target of phishing attacks. These attacks, which erode public
confidence in the integrity of e-commerce, depend upon the registration
and use of domain names which confuse the public because of their close
similarity to respected brands in the industry, including PayPal.
Domain tasting facilitates phishing by enabling abusive registrants to
quickly identify, through use of the Add Grace Period, deceptive domain
names that will generate consumer traffic.
For this reason, ICANN should act as quickly as possible to eliminate,
or at least to sharply curtail, the Add Grace Period, and thus
discourage the use of domain name tasting. The draft motion is an
important step in that direction. PayPal strongly supports it in
principle and urges that it be adopted.
