Greek Comments on Draft Recommendations Overall Policy for the Selection of IDN ccTLD Strings

Greece would like to thank ICANN for the opportunity to comment on the
"Draft Recommendations Overall Policy for the Selection of IDN ccTLD
Strings".

We consider the Recommendations a significant step to the right direction,
a move forward which will allow the various linguistic communities to use
top level domain names in their native character set. Although the Fast
Track Process has already provided this opportunity to some linguistic
communities, the vagueness of its procedures created barriers that were
not really reflecting the actual risks of the use of IDNs in the root;
they were rather an extremely fortified defense against dangers not really
present if the possible risk mitigation techniques were taken into
account.

We would like to express our endorsement and support of the EURid comment
and we urge ICANN to adhere to its proposals.

Commenting on the proposed document, the panels introduced in the
Recommendations are significant for the assurance of the applicant that an
application review is fair and has taken into account all the possible
aspects of the use of a certain character set. Furthermore, the panelist's
names disclosure is paramount for the transparency and the building of trust
in the process and the decisions of the panels. Finally, the rules suggested
for the review of character similarity should allow for outcomes that are a
lot more sensible and anticipated than before, without introducing more
danger than before to the normal operation of the root servers, providing at
the same time a better service for millions of Internet users.

We sincerely feel that by adopting the ccPDP Recommendations, along with the
EURid comments, ICANN will significantly improve the current process of
Selection of the IDN ccTLD Strings.
