Thank you for the opportunity to comment on the proposed Prioritization Draw.
Most of the below comments are offered as a series of questions that I hope
ICANN can answer to clarify key parts of the program for all applicants
1) Are IDN applicants required to purchase a ticket and participate in the
Draw?
a. If so - will IDN applications be considered in a separate Draw from
all other applications?
b. If an IDN applicant is NOT required to purchase a ticket and participate
in the Draw and accordingly chooses to opt out of the Draw, is the IDN
application placed: (i) at the end of the cue of all IDN applications; (ii) at
the end of the cue for all applications; or (iii) according to some other
determination?
2) If an applicant chooses NOT to participate in the Draw, how is the
order for that applicant's application determined? Does the answer change if
the application is for an IDN?
3) If an applicant has a low draw number but is NOT ready to proceed as
quickly as others, what opportunities are there for the applicant to slow its
application's progress? My understanding from Kurt's presentation in Toronto
is that applicants can schedule later for pre-delegation testing, contract
negotiation and contract signing. Please confirm.
a. IF so-may IDN applicants who want to delay the process schedule
pre-delegation testing, contract negotiation, etc. later than non-IDN
applications?
b. Are there ways (other than via scheduling) that applicants can delay
their progress?
c. When does ICANN plan on announcing the date and location for the Draw?
Since is the Draw is being held in the United States, many draw participants
will require visas and this is a time consuming process. I suggest you make
this determination as soon as possible with as much lead time as possible so
applicants can make the necessary preparations.
