NetCologne welcomes the draw proposal, as it seems to be the most transparent method suggested so far. However, there is one issue we would like to comment on: In terms of public interest we ask ICANN to ensure that applications that represent translations of identical strings (such as .МОСКВА / .MOSCOW, .WINE/ .VIN [see Jean Guillon’s posting] or – in our case – .KOELN/ .COLOGNE) are processed as one ticket. These TLDs are based on uniform marketing and technical concepts. A simultaneous audit of both applications would therefore save resources at ICANN. In the case of .KOELN/ .COLOGNE, the two applications are also based on a joint financial concept. A combined evaluation of both strings would make cross-references comprehensible and avoid unnecessary inquiries. This, too, would help to save ICANN’s personal resources for more controversial issues.
