Thank you for the opportunity to comment on the Drawing process.
ICANN's Affirmation of Commitments says: "... ensure that its decisions are
in the public interest and not just the interest of a Particular set of
stakeholders". Furthermore the GAC requested to take public interest into
account in the "GAC Principles Regarding new gTLDs", published in 2007.
In addition, the phrase of the public interest is used frequently in the
many discussions about gTLDs and ICANN's Role in general. I think there is a
consensus what public interest means in case of gTLDs.
There are three groups of gTLDs, already mentioned in the AGB which have
been developed during a very broad and extensive discussion within the
Community:
- GEO TLDs
- Community TLDs
- IDN TLDs
These three groups of gTLDs are supported by public interest in several
ways:
- Needed support from local authorities or governments
- Needed support from the respective community
- Proof of relevance through community support
Additionally each of these gTLD groups has to act in the public interest,
i.e. by establishing and be accountable to Use and Eligibility Requirements
Policies and its Enforcement.
We demand to give prioritization to all gTLDs in the drawing process, which
serve the public interest.
