Comments on the first annual review of the IDN ccTLD Fast Track Process by Hong Kong Internet Registration Corporation Limited (HKIRC)

Hong Kong Internet Registration Corporation Limited (HKIRC), the registry of
the .hk ccTLD, submits the following comments on the first annual review of
the IDN ccTLD Fast Track Process as found on the ICANN public comment page:

HKIRC would like to thank ICANN and its staff for all the effort devoted
into the Fast Track Process in the last year. Having over 30 strings
evaluated and 15 IDN ccTLDs inserted in the DNS root zone in one year time
is a great achievement of ICANN and members of the community involved. HKIRC
in principle agrees with the discussion topics proposed in the ICANN
announcement and have the following comments to certain aspects of the
Process:

 

Transparency

 

HKIRC considers the current arrangement where the requests are only
published when they have successfully passed through the String Evaluation
stage of the process appropriate. 

 

Community Support

 

 From HKIRC's experience, the proof of community support during the Fast
Track Process was reasonable and necessary. We consider the requirements of
community support for the requested string and the manager of the requested
IDN ccTLD as workable safeguard against future possible disputes. We opine
that the requirements should be maintained as they are now in the Fast Track
Process.

 

Meaningfulness

 

HKIRC considers this requirement to be reasonable for a Fast Track Process.
This requirement also works as a valid safeguard against future possible
disputes.

 

Determination of the IDN ccTLD Manager

 

This issue is, as the announcement suggested, more of a clarification. Many
of the applicants were not aware that a community support for the IDN ccTLD
Manager would be required until the application reached the String
Delegation stage. We think the Final Implementation Plan should be edited to
clearly reflect this requirement for the ease of preparation for future
applicants.

 

IDN Tables

 

HKIRC supports the view that "the responsibility of serving the community in
the best possible way (and most secure way) by having measures in place with
these IDN tables, including sufficient variant identification and
registration rules, which is intended to avoid user confusion as much as
possible" is the responsibility primarily of the TLD registries. IDN variant
tables, in themselves, are never intended to be accurate science but to
reflect generally accepted usage of the specific language by the community
in question that guide the registration policy of the IDNs. Considering the
variety and complexity of existing languages, it would be an overambitious
task for a central body like ICANN to evaluate and approve the IDN tables.
HKIRC welcomes discussion on the need of additional rules concerning IDN
tables, but opines that ICANN should bear in mind its genuine limitation on
handling the issue.

 

Disputes

 

HKIRC believes that the Fast Track Process is intended for non-controversial
applications; conceptually the Process cannot handle, or is not designed for
handling, controversies and disputes in applications. We think the mechanism
of dispute resolution shall be studied and tailored in the Policy
Development Process (PDP) of IDN ccTLD.

 

Confusingly similar string

 

HKIRC considers the existing mechanism to be effective and sound.

 

Objection/re-evaluation rights

 

By the same token as our above comment on the issue of "dispute", we think
the mechanism of objection/re-evaluation rights shall be studied and
tailored in the Policy Development Process (PDP) of IDN ccTLD.

 

 

In general, HKIRC considers the Fast Track Process to be a successful
endeavour that is highly beneficial to the Internet community. We think the
process basically works fine and more effort should be put into the IDN
ccTLD PDP to come up with a set of long term policies for IDN ccTLD.
