I am not talking about criteria for the RT members. I am talking about what is
referred to as "indicators" in the AoC for the reviews themselves. For
example, in the first review, criteria that will be measured to determine
whether ICANN has met the objectives of being accountable and transparent. If
those indicators are clearly and objectively defined in advance of the review,
then the RT's task is to evaluate whether they have been satisfied in an
objective manner. Their task would not be to directly represent the groups
they come from in terms of whether their group believes ICANN was accountable
and transparent but rather to review the evidence gathered to determine whether
the "indicators" were satified and then document their conclusions based on
evidence gathered related to the predefined "indicators".
In my opinion the task of the RTs is to evaluate whether the goals of the AoC
are met, not to determine whether the community supports how ICANN functioned.

What kind of objective/measurable indicators do you have in mind, Chuck? When
I think about what makes a good candidate, many of the qualities that leap to
mind seem difficult to treat in this manner...

Great, appreciate the scheduling consideration. Well, I guess the question is,
would a council response need to cover anything more than the number of
representatives? Are there other points about the overall draft plan we ought
to be addressing? I have my own thoughts but I don't know that they'd
necessarily be things the council would agree on; maybe NCSG or NCUC will do
its own response. Anyway, if there are not others the council should get
into, then we're probably talking like a one page letter, no?
The other big issues for the council are internal matters that needn't be in
the letter, no? E.g. our processes for gathering expressions of
interest/applications, nominating people (and how council vs non-council
candidates are assessed), whether the nominees selected will participate as
independent experts or have xyz obligations to coordinate with council and
reflect or at least convey its views, etc...I suppose we could formally spell
such things out to the larger community if we want, but mixing them into the
letter might detract from its main emphasis.

Considering the short notice and Bill´s travels, I suggest that Glen could help
us with the following:
1- Set up an email list for this drafting team, icluding Caroline, Bill, Chuck
and myself as starting point.
2- Send a message to the Council list to see if someone else wants to volunteer
and be added to the list.
3- Send a doodle to us in order to finding a good time on Wednesday for the
call.

in Nairobi.
I believe Chuck asked Glenn on the call to circulate a call for more volunteers
so why don't we let her go ahead and do that and maybe we can still set up a
kick off call for Monday or Tuesday. If you can join, great, if not, just drop
in later (I am sorry to hear about your situation). We should probably aim to
have something ready by the end of next week - it may need polishing and
tweaking over next weekend.
Glenn, would you be happy to issue a call for volunteers to step forward by CoB
tomorrow or is that something that we should do ourselves?

First of all, nice to meet you, don't think we have had the occasion to
communicate prior...Olga and I were just asking each other who was it who was
the voice that volunteered-hard to catch all the conversation details after 2
1/2 hours---so glad you got in contact.
As I said to Olga, the timing is lousy for me, I'm in Chicago dealing with a
terminally ill parent, then flying back to Geneva Monday, and have a bunch of
stuff to do immediately upon arrival Tuesday. That's why I gulped loudly when
Chuck suggested a week. Shooting to draft a couple pages by the weekend
following (16th-17th) would be infinitely better at my end, if possible. We'd
still have time to circulate it well in advance of the next council call. If
that's problematic, then I might have to play more of a supporting, finishing
touches sort of role.
We might want to issue an open invite to participate on the council list, since
a) a number of people either missed or dropped off the call, or b) might have
needed a few more moments to decide whether they'd be interested. After all,
it takes a more open team to suggest a more open team...
Thoughts?
