As Bill pointed out, the wording is as follows: 

"3.     Unless the applicant pool does not allow, no more than two
volunteers should come from the same geographical region. 
4.      Unless the applicant pool does not allow, nominees must not all
be of the same gender, and the distribution between genders should be no
greater than two-thirds to one-third. "  These were carefully worded to
allow flexibility if the applicant pool doesn't give us qualified
candidates that meet the geographic and gender goals.
