Based on what we currently know about the selection process and comments
from Bill and Wolf, I propose the following process:
Regardless of the number of seats allocated to the GNSO for a Review
Team:
1. Each SG receives a copy of all applications whose candidate
designates affiliation with that particular SG, and a copy of all
applications of unaffiliated candidates;
2. Each SG endorses a candidate and forwards their endorsement
to the Council.
The Council will review the pool of endorsements and discuss any
concerns
regarding geographic and/or gender diversity:
1. Any Councilor may propose that one or more unendorsed candidates
be
endorsed and included to improve on geographic or gender
diversity;
2. Any such cadidates proposed must receive a majority vote of both
houses
of the Council to be endorsed and included.
The Council forwards the resultant pool of endorsed candidates to the
Selectors.
Instructions from Council to the SGs will include appropriate timelines.
