In response to previous comments by Mr. Sheppard, i would point out that
rules & guidelines promulgated by "non-SO" bodies
( i.e.ICANN BY-LAWS) currently impose requirements on all
constituencies on whom they can and cannot select to represent them on
the council.
They do this by requiring:
1. that each representative from a constituency should be
from a different geographic region and
2.No 2 councilors can be from the same company.
When the constituencies originally applied to ICANN for recognition,
all constituencies
ACKNOWLEDGED & ACCEPTED the fact that rules could be promulgated by
"non constituency"
entities that could impact their respective constituency's
representation on the Council.
The opportunity for selection of representatives for each constituency
is still solely the constituency's,
but, since inception, selections have always been made subject to
guidelines imposed thru the BY-Laws.
All constituencies have lived with these respective "facts of life"
since they were originally established & recognized by ICANN.
Instituting this change at this time adds additional clarity to the GNSO
reform process
This concept is nothing new here !
