Chuck, I think it is part of the puzzle though certainly not the only
piece.  If we are to reach an agreement it will require everyone to move
off their going-in positions regarding the voting structure of the
council.

The last several days there has been a large amount of discussion on
this list as well as in our last teleconference call about NomCom reps
on the Council.  In my opinion it has been good dialog but I want to
raise a question about direction. 
 
Will resolving the NomCom rep issue help us reach consensus on a GNSO
voting structure proposal?  If so, then great.  If not, then maybe we
should redirect our focus. 
 
To the extent that redesigning the NomCom rep seats provides an avenue
for us to deal with various constituency concerns regarding vote
distribution, then it is definitely in my opinion a worthwhile direction
to pursue further.
