[gnso-consensus-wg] An alternative proposal for GNSO Structure

In an effort to contribute to our consensus building effort to come up
with an acceptable GNSO voting structure I am submitting the attached
proposal for consideration.  I submit it with the understanding that the
RyC still supports the BGC WG proposal.  I have provided most of the
details of this proposal to the RyC via our list and haven't received
any opposition yet; I will be providing this version to the RyC list
today for further discussion.
 
Note that I tried to provide some of my rationale after I presented the
details of the proposal.

you have before our meeting tomorrow are welcome.
