And I think rightly so. Registrants are a subset of users but users are
not necessarily registrants.

On Users.
Since the start of ICANN the BC and NCUC have been "users"
groups not a "registrants" group.
Current by laws:
d. Commercial and Business Users (representing both large and
small commercial entity users of the Internet);
e. Non-Commercial Users (representing the full range of
non-commercial entity users of the Internet); and
