For clarity
 
1. The proposal that Chuck posted is fundamentally not acceptable as seat 
allocation to the
commercial group is below our minimum acceptable threshold.
So I see no need to comment on the other elements.
 
2. The Bi-Cameral approach
I am consulting on this. At first blush I like the fresh approach and the idea 
. We need to
think through the PDP thresholds.
 
3. And by the way would be interesting to hear feedback on the compromise I 
submitted.
