My recollection is that we decided that if we can reach consensus, we 
would also include the explicit statement that the USER should remain 
as the term defining the non-contracted parties, as enshrined in the 
current By-Laws, instead of the term REGISTRANT as proposed and 
(reportedly) adopted in the BGC report.
